ANNUAL AND FIVE-YEAR PHA PLANS

Section 511 of the Quality Housing and Work Responsibility Act of 1998 created the public housing agency Five-Year and Annual Plan requirement for all public housing authorities nationwide. The Five-Year Plan describes the mission and outlines goals, objectives and strategies for meeting various housing needs. The PHA Plan also serves as the annual application for the Capital Fund Program grant to support improvements in each public housing neighborhood.
The development of the Agency Plan is a collaborative planning process with HAS staff, the Resident Advisory Board (a panel with a representative and alternate for each public housing neighborhood and the Housing Choice Voucher Program) and a representative of the City of Savannah.
The PHA Plan is submitted to HUD for approval seventy-five days prior to the HAS Fiscal Year, which begins April 1st.

HOUSING AUTHORITY OF SAVANNAH’S FY 2026 ANNUAL PLAN
NOTICE IS HEREBY GIVEN that the Housing Authority of Savannah (HAS)’s proposed FY 2026 Annual Plan is available for public review from December 1, 2025 through January 14, 2026.

It is also available at the HAS Neighborhood Resource Center (NRC) Building A, 1407 Wheaton St. and all HAS neighborhood management offices, Monday through Friday during normal business hours.
All interested parties are invited to present comments to the HAS Board of Commissioners at a Public Hearing on Wednesday, January 14, 2026 at 11:45 a.m. at the HAS NRC Building B Community Room, 1407 Wheaton Street. Written comments will also be received through Wednesday, January 14, 2026 at 9:30 a.m. EST.
