Agency Plans

 

ANNUAL AND FIVE-YEAR PHA PLANS

Section 511 of the Quality Housing and Work Responsibility Act of 1998 created the public housing agency Five-Year and Annual Plan requirement for all public housing authorities nationwide. The Five-Year Plan describes the mission and outlines goals, objectives and strategies for meeting various housing needs. The PHA Plan also serves as the annual application for the Capital Fund Program grant to support improvements in each public housing neighborhood.

The development of the Agency Plan is a collaborative planning process with HAS staff, the Resident Advisory Board (a panel with a representative and alternate for each public housing neighborhood and the Housing Choice Voucher Program) and a representative of the City of Savannah.

The PHA Plan is submitted to HUD for approval seventy-five days prior to the HAS Fiscal Year, which begins April 1st.

On or around June 24, 2024, the Housing Authority of Savannah (HAS) plans to submit its Capital Fund Five Year Action Plan to the U.S. Department of Housing and Urban Development. The Plan outlines capital improvement projects planned to be conducted between 2024 and 2028 at the HAS’s five public housing properties (Yamacraw Village, Frazier Homes, Stillwell Towers, Patterson Terrace, and Single Family Homes).

The City of Savannah, as the Responsible Entity, has reviewed the Plan and approved all associated Environmental Reviews (ERs) for these properties. Copies of these ERs are available for public review at the HAS’s office and at the City’s Housing Services Department at 5513 Abercorn Street, Savannah GA. All supporting documentation for these ERs and Appendixes delivered by Environmental Consultants will be available online between June 14 and June 21, 2024, through the link below:
