Family Self-Sufficiency (FSS)

Family Self-Sufficiency Program (FSS)

What is the Family-Self-Sufficiency Program?

The FSS Program is designed to assist Public Housing residents and Housing Choice Voucher (HCV) participants achieve economic independence and self-sufficiency. The FSS Program is a voluntary program. The timeframe of the program is usually five years or until the contract of participation expires.

Who is eligible to participant?

What are the benefits of the program?

Through the FSS Program, participants will develop their Individual Training & Service Plan (ITSP) with the assistance of the FSS Coordinator. The responsibility of the coordinator is to conduct an assessment to identify participants’ strengths, needs, goals and aspirations to create the ITSP. This plan serves as a guide, outline or map of the participants’ short or long term goals for the next five years. The goals may include but are not limited: to employment, employment training, education advancement, GED or post-secondary, specialized job training, financial education, entrepreneurship and homeownership.
As participants achieve employment goals and increase household income from wages, their rent increases. The monthly increased rent amount is placed into an escrow savings account. After all goals are completed or attained, participants will graduate from the program. They are eligible to receive a payout of the escrow accrued during their participation.
