Purpose and Reference
This Addendum clarifies the shortlisting threshold, site visit and interview eligibility, and scoring methodology applicable to this procurement. This Addendum supplements and expressly modifies RFQ Part V – Selection Process, including Sections 5.2 (Evaluation Criteria) and 5.3 (Selection). All other RFQ terms remain unchanged.
Shortlisting for Site Visits and Interviews
Pursuant to RFQ Sections 4.6 and 5.3, only top-ranked respondents from the initial evaluation may be invited to participate in a site visit and interview. Advancement is contingent upon meeting the minimum score threshold described below.
Minimum Score Threshold
The initial evaluation consists of sixty-five (65) points total, allocated to Technical Competence (35 points) and Financial Capacity and Access to Funding (30 points), as described in RFQ Section 5.2. To be considered a top-ranked respondent eligible for a site visit and interview, a respondent must achieve a minimum score of fifty-two (52) points, representing at least eighty percent (80%) of the available points in the initial evaluation. Respondents failing to meet this threshold will not be eligible to advance to the site visit and interview phase.
Reservation of Rights
HAS reserves the right to limit the number of respondents advancing to site visits and interviews, request clarifications, and reject any or all submissions in accordance with RFQ Sections 5.3 and 7.3, HUD Procurement Handbook 7460.8 REV-2, and applicable federal requirements.

As we had over 90 people in attendance at the conference, we are working to get the list of attendees completed. Once completed, it will be published by the issuance of an addendum.

Site Visit and Q & A Deadline Extensions
The Housing Authority of Savannah (referred to hereafter as “Agency”) will conduct a Site Visit of Yamacraw Village for respondents to the Master Developer for Yamacraw Village RFQ. Site Visit Overview the Agency will provide transportation to and from the Yamacraw Village site. Transportation will originate from the Housing Authority of Savannah’s main administrative office located at 1407 Wheaton Street, Savannah, Georgia. All parties attending the Site Visit are required to use the Agency-provided transportation. The Site Visit is anticipated to last approximately two (2) to three(3) hours in total.
Only organizations that have indicated “Will Submit” a proposal in the Housing Agency Marketplace software may attend. Each eligible organization is limited to no more than two (2) attendees.
All attendees must be pre-registered by February 12, 2026, 3:00 PM EST. by using the link or QR code located at the bottom of this addendum. Attendees must present valid photo identification that matches their pre-registration information.
Photography will be permitted during the Site Visit; however, video recording and live streaming are strictly prohibited.
